Your Excellency,
I have the honour to draw Your Excellency's
attention to the attack on a junk (H.K. Licence 2532 V)
by a Japanese vessel on 6th August, 1940.

It is submitted for Your Excellency's
consideration that this unjustifiable attack appears to
be a flagrant case of interference with the food supply
of Hong Kong, on the verge of British territorial waters,
and made solely for the purpose of the personal
enrichment of the marauders, and to suggest that it
should form the subject of a protest to the Japanese
Authorities in accordance with Section B of a Memorandum
regarding such protests drawn up by the Hon. Colonial
Secretary and the Chief of Staff to His Excellency the
Commander-in-Chief on 31st January, 1940; and further,
that in this case representation might be made, with
advantage, to the Japanese Consul General at Hong Kong,
as this method of approach has not, as rar as I am aware,
been tried before.
